The problem is not just from scripts. Even in the search and replace dialog box, if the search string contains only "^", it cannot be replaced correctly.
This problem has been around since CS3.
See also the following articles: http://seuzo.net/entry/2012/02/25/172807In Japanese:
この問題はスクリプトからだけではありません。検索と置換ダイアログでも「^」だけの検索文字列では、正しく置換できません。
この問題はCS3からずっと続いています。

The change was made to reduce the UI clutter for the user and it was moved to the bottom left of the screen in the Status bar where other controls like page navigation, preflight profiles, etc. are available.
To continue using this feature, we can suggest a simple workaround which takes less than a minute to accomplish – just open the Keyboard Shortcuts dialog, choose Views, Navigation from the Product Area drop-down, select the ‘Access zoom percentage box’ from the list of commands and assign a shortcut – example, Ctrl-Alt-5. You can customize the keyboard shortcuts as you like and save a new Keyboard Shortcut Set.
Meanwhile, we are reviewing this request.

Hi, amaarora
This bug is related to CC2018 (13.0) and earlier, as described in the linked discussion.
This has been confirmed to be fixed in 14.0.
https://helpx.adobe.com/indesign/kb/fixed-issues.html
It is considered to be equivalent to "InDesign incorrectly clips text from a placed PDF or Ai file."
So I think you can mark it as resolved.
