We have fixed the issue in the latest version of InDesign, Id 15.0Please upgrade your InDesign application to the latest version to try out the fix.

We used to call this "flush centered," and it's a PITA without an explicit setting.

If you need to print or export the same page on both sides of a sheet, just set the output to "x,x" and you'll get the same page twice.
