We have recently started development work on Convert PDF to INDD. Going forward, we will keep adding more functionality and refining it.
The feature is available as a Beta feature in InDesign 19.5 Beta version, available via the CCD app.
Note: For now, it is available only when InDesign's install language is English (North America or International).
Please provide us feedback on this Beta feature. Looking forward to hearing your feedback.

We're happy to announce that the fix for this issue is now available in the latest update of InDesign - version 17.2 that is available to download from Creative Cloud Desktop application.

The fix for this issue is now available in the latest update of InDesign – version 16.1
Please update to this version to get the fix. To prevent problem on existing documents and see the footnotes again, you will have to force recompose the stories.
To force recompose stories, you can use the shortcut Command-Option-/ (slash) on Mac or Ctrl-Alt-slash on Windows-InDesign Team
An error occurred while saving the comment Niki commentedI confirm that in version 15.1.1 the problem persists. Solving this bug is very important, you risk doing a lot of damage and you need to fix it as soon as possible. I enclose an example in which notes 1 and 2 disappear (screen 1), without any warning from the program, reappearing only when I manually edit the text cage (screen 2).

An error occurred while saving the comment Niki commentedI've the same problem when moving pages from different Documents with the same options, master pages and Layouts.
I've made an Example in the attached Files.
1.png shows the way I move the last two pages of the document to the other document (identical copy of the same file).
2.png shows the pages moved in the second document (they should be the same but the imported ones are shifted by a few millimeters).
For documents where you have to import hundreds of pages it is very frustrating to have to manually rearrange them all.Niki supported this idea · -

Only one big problem, not less important, remains to be solved: at the bottom of the page the division doesn't work (1.png), except when the text boxes are closed manually (2.png), as you can see from the attached files.

Fix for this issue is now available in the latest update of InDesign 2020 – that is, InDesign 15.0.2
In the Creative Cloud Desktop application, click on the Updates section on the left. You should be able to see the Update available for InDesign. Please update your InDesign application to this version to try out the fix.

Since you are using a Single-Column Text Frame, please see if unchecking the option “Span Footnotes Across Columns” in the Layout tab of Footnote Options dialog helps you overcome this issue.

I would like to confirm this bug (BigSur version 11.5.2 - InDesign version 16.4) that affects several files I'm working on (I noticed that it happens in files that have a consistent number of footnotes).
This thing often happens in this type of document, I tried to make an “.idml file” to see if I could solve the problem, but it didn't help.
For get around this very dangerous bug for the works, I usually extend beyond the margins, even if only slightly, the text frame that is empty. In this way the text appears again in the place where it should be, even returning the cage to its previous position.
This thing can happen randomly within these "files", always following any modification or correction made within the text taken into consideration.
Please fix this bug in a short time because the jobs are seriously at risk: sooner or later by making a PDF it may happen to send a document to print with pages without the expected text (since it happens in different stages of processing). A file of this type does not give working certainties and requires checks that double the processing times.
