We have released an update for InDesign CC2019 (v 14.0.1) which contains fixes for some key issues. If you are not already on 14.0.1 (build 209), then we recommend you to update to latest version.
If you still face this issue even after updating, please send the following information to santalwa@adobe.com :
Reproducible Steps –
• Error snapshot or video recording of the issue.
• Is the issue related to a specific document(s)/asset(s)? If yes, can you please share the document(s)/asset(s) with us? Please package the entire document(To package the document, Go to File → Package)
• Does trashing InDesign Preferences and Cache help resolve the issue? Please take a backup of the same before trashing them.Adobe InDesign team

I just upgraded to 15.1.2 to test this out, and it still doesn't work. If I option drag a single page, it will duplicate the page to where the thin vertical bar indicates. If I have more than one page selected, it will actually *move* the pages there instead of duplicating them, which is definitely not what I want (given I am holding down the alt key). Unless this is a Windows-only bug, and it's working fine on Mac.

People keep bringing up the option/alt-drag to duplicate a page to a specific location, but this only works for a *single* page. If you have more than one page highlighted, alt+drag doesn't work.
I do a lot of double-sided divider tabs, so I always want to duplicate them in sets. I need to alt-drag the first one and then do the same for the second. I can't do them at the same time.

I'm actually wondering if this should be considered a bug rather than a feature request, as I don't see why it would have been deliberately changed (and used to work like requested).

Got my computer re-imaged with the latest Windows 10 so I could install 2019, and the palettes are still rolled up when ID opens. Why??

Wow, I'm overwhelmed by the response. Extra info: this only happens when InDesign opens in full-screen mode: if it opens not maximised, the palettes are arranged how I left them.

I'm finding this happening as well: with a brand new document. If you alt-drag a single page it will duplicate. If you alt-drag two or more pages it moves them, even though it first shows the + symbol on the cursor to indicate you are duplicating them. This is on version 15.1.2.
