Docked palettes are collapsed when InDesign opens
This is a problem that occurs randomly and has been happening (I think) ever since I upgraded to CC. I open up InDesign and all my palettes docked at the right of the screen are "rolled up" and I have to expand them myself. I have tried deleting preferences, deleting caches and then re-creating the palette configuration from scratch and saving it as a new workspace. This lasted for a few days and now it's back to opening like this again. I expanded them all by resetting the workspace, quit InDesign, opened it again and they were collapsed.
Strangely, you can see the middle palette looks like they're set as flyouts when they're in the initial collapsed state (Capture.jpg), but after resetting they go back to how they should be, i.e. fully expanded panels like the ones on the right, as shown in Capture2.
I'm on Windows 10, InDesign 13.1.

Got my computer re-imaged with the latest Windows 10 so I could install 2019, and the palettes are still rolled up when ID opens. Why??

Wow, I'm overwhelmed by the response. Extra info: this only happens when InDesign opens in full-screen mode: if it opens not maximised, the palettes are arranged how I left them.
