Book panel is a special type of panel that is always associated with the .INDB file – unlike other panels where there is no actual association with a file on disk. The panel also shows the name of the Book file. If that INDB file is deleted, then the panel does not have any meaning.
Only when the Book file is opened is the Book panel available. So it can’t be part of a workspace & thus its size and location also can’t be fixed as there could be multiple Book files that can be opened simultaneously.—

Can you help us understand the key problems that you face in the absence of ability to send an anchored image backwards?
What’s the current workaround that you have to follow?
What are the use cases wherein you need that the text appears specifically on top of inline anchored image?
This information will help us evaluate the functionality better.

The fix of the issue is now available in the latest InDesign 2022(v17.0.0.96). We recommend you upgrade to the latest version for the fix.
If you are unable to see the update, go to the Creative Cloud application and click on the context menu on the top right and click on Check for App Updates.

An error occurred while saving the comment Tomasz commentedbefore 15.1 update it was fixable with settings text wrap options for anchored frame to "none".
Now, in 15.1 it seems it is broken completely.Tomasz supported this idea · -

NO! it isn't fixed at all.
I still can't switch to text tool from (f.e.) eyedropper tool to text tool with "T" key.
Text tool activates for a second, then it returns to eyedropper tool.
It won't work also with other tools as first (preventing me from switching to text tool).
