found out why,
Level 1 paragraph style has to be set to 'Mode: Start at 1'Not sure why it should matter.
So must be a bug.

The feature is now available in the InDesign PreRelease build(v19.0.0.093) and above. Please try out the feature and share feedback.
Download/Update the latest InDesign PreRelease build in Creative Cloud under the “Prerelease” category(Refer to “Prerelease_CreativeCloud.png” for reference)

Can you help us understand the key problems that you face in the absence of ability to send an anchored image backwards?
What’s the current workaround that you have to follow?
What are the use cases wherein you need that the text appears specifically on top of inline anchored image?
This information will help us evaluate the functionality better.

you can do this illustrator. But you will find it's a ******* mess, depending on how that pdf was created.

The fix for this issue is now available in the latest update (14.0.2) of InDesign 2019.
If you are unable to see the update notification, open the menu (three dots) from the top-right of Creative Cloud desktop application and click on ‘Check For App Updates’.
Once the update button is shown against InDesign, click on the button to update to Id 14.0.2.If you face any problems with the new update, do let us know in the comments.

The ability to find colors in documents in now available in InDesign’s latest release 16.0.
It can be found in a new tab of Find/Change dialog – Color.
