The fix for this issue is available in the InDesign PreRelease build(v20.0.1.030) and above.
Please check if the issue is now resolved.
Download/Update the latest InDesign PreRelease build in Creative Cloud under the “Prerelease” category(Refer to “Prerelease_CreativeCloud.png” for reference)
Please apply to the InDesign PreRelease in case you don’t have access to the InDesign PreRelease build – https://www.adobeprerelease.com/beta/C6DFA254-C40C-4EEB-8F6D-F4AEDA2E6171

Hello All,
Kindly provide more information about this ask. How do you plan to use the Action Panel in InDesign? Do you want it to work exactly like that in Photoshop? What are the most important actions/operations that you want to record?

The issue reported is at Apple’s end.
Hence, Apple is recommending to update macOS to 10.15.x version in order to resolve this issue.Please update your macOS to Catalina. If you still face this issue in macOS 10.15 do add your comment in this thread.

We have identified that this occurs when you connect your Macbook Pro with an external monitor using the older, obsolete Apple adapter.
On using the newer, updated model of the Apple adapter, this issue does not occur. Many of our users have confirmed this.
Please share what hardware you’re using to connect the external monitor to your MBP.

Hi. I had the same issue and didn´t fixed when upgraded to Catalina, today I installed the last version 10.15.5 and the lag stills here...
