Fix for this issue is available in the latest InDesign version - InDesign 2023. The fix should solve most of the issues that were seen earlier.
A new option "Honor Text Indents in addition to Text Wrap" is introduced in Preferences > Composition dialog. It is turned ON by default for new documents created in ID2023. For documents created in previous InDesign versions, this option is turned off by default - which can be turned ON to see the improved behavior.

Hello All,
Thank you for reporting the issue to us.
We have fixed the issue in the latest version of InDesign, Id 14.0.3Please upgrade your InDesign application to the latest version to try out the fix.
If you are unable to see the update yet, go to Creative Cloud desktop application, open the menu (three dots) from the top-right corner and click on ‘Check For App Updates’.
If you face any problems with the new update, do let us know in the comments.

Can you help us understand the key problems that you face in the absence of ability to send an anchored image backwards?
What’s the current workaround that you have to follow?
What are the use cases wherein you need that the text appears specifically on top of inline anchored image?
This information will help us evaluate the functionality better.

Hi everyone,
InDesign provides an option to export and import User Settings, providing users with a smooth and enhanced experience to restore their custom settings if needed. The feature is now available in the latest InDesign 2024(v19.3.0.058)

The fix for this issue is now available in the latest update (14.0.2) of InDesign 2019.
If you are unable to see the update notification, open the menu (three dots) from the top-right of Creative Cloud desktop application and click on ‘Check For App Updates’.
Once the update button is shown against InDesign, click on the button to update to Id 14.0.2.If you face any problems with the new update, do let us know in the comments.

Hi. I just tested the beta build with the file I was having trouble with. In the previous version, when the TOC was generated, there were all sorts of issues due to the text variables. It has certainly been improved, but not yet fixed. Most of the variables came in ok, however there were still a couple of times when the page number was repeated in an odd place (you can see one example of this in the "after" screen shot--page on the right). Also, and I am sure this is a text variable issue because when I turn the variables to text, the issue disappears, when I attempt to export the file as a fixed epub, it repeatedly crashes InDesign. (Even after saving as an IDML).
Thanks for working on this! It would be really helpful to not have to use so many workarounds.
