The fix for this issue is now available in the latest update (14.0.2) of InDesign 2019.
If you are unable to see the update notification, open the menu (three dots) from the top-right of Creative Cloud desktop application and click on ‘Check For App Updates’.
Once the update button is shown against InDesign, click on the button to update to Id 14.0.2.If you face any problems with the new update, do let us know in the comments.

Share for Review was announced as a significant new feature of InDesign. This unreliability issue makes it mostly unusable. It's hard to understand why it is not being dealt with more promptly.

@Robert: There's a better way than adding soft returns. Add the hyphenated word(s) to your user dictionary with a tilde (~) in front of the word. That tells InDesign not to hyphenate the word. But actually, InDesign will hyphenate the word only at the hard-typed hyphens. Example:
~adrenaline-pumping
will only break as
adrenaline-
pumping
Once added to your user dictionary, each hyphenated word with its hyphenation override will remain for future use.
Of course, there are thousands of hyphenated words out there, so it will take a long time before you fill up a user dictionary with them all. It would be MUCH better if InDesign performed this exception by rule.
