With 19.0 release we had added the support of Harfbuzz shaper as a default for World-Ready Composer in InDesign. Post that few issues were reported related Hebrew Text.
Over the period of ID19.x releases we have fixed various issues related to Harfbuzz shaper that are listed below:
1. Incorrect text direction when mixed languages are used.
2. Punctuation marks are getting lost when exporting it to PDFs.
3. When we apply forced line breaks, the right-to-left text changes to left-lo-right.
4. Overlapping of right-to-left text we place any .psd file in the textframe.
5. Selection and cursor navigation issues when we try to edit tables in story editor.
6. Text overlapping upon creating outlines when it contains footnote reference.
From ID19.4 version onwards, we have also provided a preference within the application to allow users to switch to legacy shaping engine for World-Ready Composer in case users are facing issues…

I'm not sure I understand your comment.Checking the Neutral Character will be a disaster for multi lingual text. It will also not help with exsisting document and may change the wole text flow.
In the link I posted for my reported bug in Adobe communiy they already confirmed it's a bug that needs to get fixed.
The question is when.

An error occurred while saving the comment Shlomit Heymann commentedAn error occurred while saving the comment Shlomit Heymann commentedWhen inserting Forced Line Break inside a Right to Left paragraph direction, although the text direction is defined as "Default", it becomes a "Left to Right" and change the paragraph direction to Left to Right without showing it. When selecting it, it still shows that the mark is in default direction and that the paragraph direction is Right to left although it is not.
1. In Indesign 2024, Middle Eastern Version with Hebrew definitions (Right to Left paragraph direction, Language), open a new document, draw a right to left text box and fill it with place holder text.
2. Place text curser in the middle of a paragraph the has punctuation mark at the end of it for better seeing the problem. Insert a Forced Line Break (Type>Insert Break Character>Forced Line Break.
3. Result: Paragraph becomes a Left-To-Right direction (Punctuation mark appears to left of the paragraph) but it will not show on paragraph panel.
4. Override: Select the "Forced Line Break" mark, go to Character Panel menu, go to Text Direction and select Right to Left.
