Hello All,
Kindly provide more information about this ask. How do you plan to use the Action Panel in InDesign? Do you want it to work exactly like that in Photoshop? What are the most important actions/operations that you want to record?
Thanks

Thank you all for the votes.
Can you help us understand the key problems that you face in the absence of ability to send an anchored image backwards?
What’s the current workaround that you have to follow?
What are the use cases wherein you need that the text appears specifically on top of inline anchored image?
This information will help us evaluate the functionality better.

The fix of the issue is now available in the latest InDesign 2023(v18.2.1.455). We recommend you upgrade to the latest version for the fix.
If you are unable to see the update, go to the Creative Cloud application and click on the context menu on the top right and click on Check for App Updates.

An error occurred while saving the comment Dave Courtemanche commentedMy Indesign reverts to Essentials or no workspace instead of my Custom Workspace every time I open a file. Previously solved by removing Suitcase Fusion auto-activation plugin. Foolishly tried to reinstall plugin 2 months later. Now, after again removing, the issue is not fixed. Super frustrating.

We use anchored objects as "call out" boxes on menus. Often if the menu has a background, we'll use the transparency multiply function on the call out box. Using a fill/transparency on an object means it has to go behind the text. If the box is anchored to move with the menu item, it doesn't sit behind.
If transparency effects were added to the para styles panel, this would be less needed.
