As noted by Lukas, any images shared by multiple layouts would be broken, which is generally a worse result than having multiple duplicates of a linked file.
Also, the purpose of packaging was primarily for distribution to a 3rd party, such a printer, where the user would want their local files unchanged. Anonymous makes the case to using the package commands for purpose of archiving -- intentionally moving all links to one location AND immediately removing all linked files from their original locations. -

An error occurred while saving the comment Brett commentedI'm in agreement. There doesn't seem to be a great reason that this couldn't be controlled through any of the many Preferences or JobOptions available within the exisiting application.

Hi,
1. The majority of InDesign Scripting threads were merged and archived at first.
2. After a month or so, InDesign Scripting re-appeared as its own topic in the new forums.
3. David K. started un-archiving older threads last week, a few at a time, very slowly and by hand, because of odd server-side limitations.
4. There is no “Direct Link” to the Scripting Topic at this time, but this ought to be fixed with the current sprint from the forums team. The internal bug number is: ALFD-1530While we wait for ALFD-1530, there is a backdoor way to find direct links to topics. You can follow a topic then look at your follows… or just use these links:

Can you help us understand the key problems that you face in the absence of ability to send an anchored image backwards?
What’s the current workaround that you have to follow?
What are the use cases wherein you need that the text appears specifically on top of inline anchored image?
This information will help us evaluate the functionality better.
