Hi,
This has been the behaviour since the beginning. See the link https://helpx.adobe.com/indesign/using/object-styles.html where it states “This category is applicable only if the object is an unthreaded text frame.”Please let us know any use-cases where this can be beneficial so that we can process this as a “Feature modification request”
You can ctrl(cmd)+a in a text frame and then apply the paragraph style as a workaround.

An error occurred while saving the comment Carey Martin commentedI'd prefer to have swatches, master pages, object styles, character and paragraph styles associated with the book rather than with a file in the book from which to synchronise. I find myself adapting styles as I work through a book then having to repeat that in the synchronise file.

First: put the system back to where it was a table with all the Word styles on one side and then where one could drill down on the other to select the appropriate InDesign style. Could separate out paragraph, character styles if you want.
Second: make it work. Currently does not show all the styles used in the file in the drop down box that appears when 'Add' is selected. When one has hundreds of styles like I do it makes this program inefficient and much worse than it used to be.
