Proportional Scaling Using Shift Button Not Working
In the 2017.1 release of InDesign, the ability to hold Shift and scale objects proportionally seems to have disappeared. I know for me this is a major functionality problem that is increasing the time I have to spend on current projects. I've checked support forums and others are encountering this problem, but I haven't yet seen a solution.

Thank you for your patience all this while; we really appreciate your support!
Our investigation suggests that one of common reasons for the problem is that certain software (mostly antivirus and other security applications) and browser extensions happen to enable “Secure Keyboard Entry” on Mac machines due to which some keys such as Shift key in this case do not perform the desired action in InDesign.
For now I request you to follow the below provided KB doc for the quick workaround of the problem.

In the comments section many of the users have confirmed that disabling Webroot SecureAnywhere (a security app) has resolved the issue for them. Please note that, the problem may not be related to a particular software; there could be a different application or antivirus which might be causing the problem by enabling Secure Keyboard Entry on Mac.

Until Adobe is able to provide a solution to this issue, I have found an alternative that works for me, I hope this is useful to some of you who are experiencing the same frustration. Instead of clicking on the image within the frame I click on the actual frame, then press E then holding the shift key I resize the frame which will bring the image along with it. It may look out of proportion but when you stop dragging and let go of the shift key it snaps to proportion. Then you can click on the V button to get back to your normal work. I hope this helps. I am having the same problem Adobe. Please fix this. It's a month since the request I am trying to proportionally scale an image that is within a frame. When I hold down the shift key and try to enlarge the image it goes out of proportion. It is a simple problem that seems to be had by many people. Please would you post a fix to this issue asap. I also do not have Webroot Virus Scanner software so this is not the problem.

Thanks for raising this issue, Stephen, I'm having the same problem. I've tried deleting cached Saved Data and Indd Default preferences, to no avail. Would love to see a solution, I use these shortcuts all the time.

Same issue here..... Are you going to do something about this Adobe Admin or are you just going to keep saying "Can't see it from my house"?
Resizing is completely not working regardless if trying to do so proportionally or not, using shift and or shift and command don't do squat now but make things impossible to work on. Yet oddly when you try to resize and go beyond the bounding box the image flips as it should?
Obviously, this is affecting more than just a few people in the thread. It is an annoying bug that you need to acknowledge and fix ASAP!
Not sure what more information you require... Perhaps stating what more information you require is a start?

I'm having the exact same problem! Works in Illustrator but not in InDesign. I'm operating MacOS High Sierra 10.13.3. Please fix!

Same issue here! shift+drag no longer scales proportionally, also shift+command+drag no longer scales both image container and image together.

This was happening to me, and disappeared when I upgraded to high sierra a few days ago. However, the problem has reappeared.

Did anyone find a solution to this? Option Shift for proportional scaling DOES NOT work in InDesign, but works in Photoshop and Illustrator. Mac High Sierra 10.13. Using InDesign CC 2018 v. 13.0.1. Need solution.

I am having this issue as well! Using InDesign CC 2018 v. 13.0.1. But it's only an issue with InDesign. Holding the shift key for proportional scaling is working in other apps like Illustrator.

I have this issue as well. Resizing images on the pasteboard is impossible. When using the scale option under object, the program won't let me scare because it will scale the image off of the pasteboard.

I've read a fair amount of threads pointing to an issue involving Webroot Virus Scanner software conflicting with Id. I don't have such software, and I'm still experiencing the same issue. halp.
