Can you help us understand the key problems that you face in the absence of ability to send an anchored image backwards?
What’s the current workaround that you have to follow?
What are the use cases wherein you need that the text appears specifically on top of inline anchored image?
This information will help us evaluate the functionality better.

Thanks for making this request. In order to understand the use-case more better I have a few questions:
1. Whats the role of the different people working collaboratively on the same file. Are they always only designers or are other personas also involved.
2. What is the use-case here, some parts of this request suggest an Editorial collaboration whereas others suggest collaboration amongst different designers. I am trying to separate these 2 requests out.
3. What are the different kind of files (brochures, books, magazines etc) for which this is required.
4. Does it need to be a web based service, or having the user be able to collaborate on one shared file using InDesign or InCopy on the Desktop will work? What is the advantage you feel over a web-service over the desktop app?

I would really like the ability for my clients to make TEXT EDITS but nothing else. The cloud service would be similar to the existing review functionality but directly linked to the story text, so that I can accept/reject marked up edits.

Please add ability to control which text box the footnotes appear in.
I may have a separate text box with text that contains footnotes, but I still want those footnotes to appear with the other ones in the primary text box.

Please upgrade flexibility of notes features.
Ideally each individual footnote can have its own specified frame. When you add a footnote, it defaults to "this" frame. But you can edit the footnote and select any other frame for it that you want.

This is so essential. I effectively cannot make use of InCopy because my clients of course do not have it.
I need a workflow where the document copy is saved in InCopy files, and these can then be edited – minor text edits is all we need – by e.g. a third party translator, client editorial staff, etc.
The ideal workflow would be a built in "upload for editing" feature similar to Acrobat's upload for commenting feature.
Adobe needn't see this as giving free access to InCopy to other users. The other users should only have the most basic access to edit just the text itself for a specifically shared ICML file.

Example: all headings begin with an illustration and the heading text is meant to run on top of this illustration. The illustration ought to be anchored to the heading.
There is no good workaround. You have to keep moving the illustrations manually to where the headings are.
