Issue has been fixed in Id 14.0.1
Closing the thread as Fixed.
I've been dealing with this issue for a few years now. I've used different versions of InDesign, on different computers... What's wild is when I demonstrate it to other artists in my department, and they say they've never experienced it. I recorded a gif if anyone's interested https://gph.is/2yyKJys

This issue is now fixed in the latest update (Id 14.0.1) of InDesign CC.
If you are unable to see the update notification yet, open the menu (three dots) from the top-right of Creative Cloud desktop application and click on ‘Check For App Updates’.
Once the update button is shown against InDesign CC, click on the button to update your InDesign to Id 14.0.1 for the fix of the issue.

Happens first time loading the tool, hangs ~ 1 minute, then is fine. Doesn't happen on other computers I have available.

Please refer to this article : https://indesignsecrets.com/rid-empty-lines-data-merge.php for more information on how the feature ‘Remove Blank Lines for Empty Fields’ work. Basically, if there are some fields that don’t have data in the CSV file, InDesign will remove the blank line in the merged document that is created. However, if you have an entire record(row) missing in the CSV file, it won’t remove that record in the merged document – you will still see an empty record in the merged document.
My 2 cents, check to make sure the line that is linked in the artwork has a hard return before it. Soft returns (shift+enter) don't trigger the remove line feature. That trips me up all the time.
