Thank you for reporting the issue. We need some information around the issue which may help us in narrowing down the root cause:
1. Does it happen with the latest InDesign version 14.0.1 ?
2. Is it document specific or happens with all the documents with PDF download capability ?
3. Which type of accounts are you using : Paid or Trial or something else ?
4. Please specify your Platform, OS version and Browser information
A short video depicting the issue will be very helpful

After clicking the download button, I got the same problem. For me, such failures are unacceptable, because it slows down my educational process, especially since everything is now computerized. Now I'm preparing a personal statement for a scholarship and this source helps me with this https://www.thesiswritingservice.com/ This is a crucial moment, so I decided to properly prepare. After all, this will determine whether I get a scholarship or not.

To add to Jake's comment posted April 16, 2019:
Please see his example at
https://indd.adobe.com/view/d0302f86-52bc-4692-9330-b71ee7b1ecd0.
Click on "Washdown System."
Next click on either of the "SDS" buttons.
In Safari or Firefox (Mac) the linked PDF displays. In Chrome, the user sees only a blank page.
This means Jake could not use Publish Online for this project and had to go to a third party solution. Otherwise, Publish Online would have worked well. -

This is occurring with the latest version of indesign with my project as well.
Using :
Windows 10
Chrome - Version 73.0.3683.103 (Official Build) (64-bit)
Paid account - Indesign 14.0.2 x64It's a PDF load within Chrome issue. I've gotten it to open on a 1 page document by removing additional pages in a publish online document. Once I put back the other pages it loads a blank page when clicking on a PDF button. Note: I've Tested and it works flawlessly in other browsers.

We are having the same problem. Here's the scenario which we have:
1. We published a document in "Spread" version. However, we would like the user to download an 8.5x11 document from this "Spread." Since there is no option to do this, we created a button on the "Spread" that takes you to ANOTHER published document (it's the same one except it's published as a "Single" Page) not a Spread.
2. However, when you go to the second document (Single Spread) and click on "download/prInt" it opens a Blank screen and nothing happens. We are using:
Indesign 14.01
Google Chrome is up to date Version 71.0.3578.98
OS Mojave 10.14.1 -

Problem for me as well. Trying to link directly to other PDF forms hosted on other parts of our website or state office of education site for our school counselors, so parents and students can fill out to submit and/or print.
Just trying to get people to the right information with one click, not have to find the link to the forms.

The screen is a 403 HTML Security block... Thus restricting innovative teaching and Academic books and important referencing.. This could still be a big opportunity to enable creativity within higher education.. An example is my current Digital Media Masters Degree submission on Academic Publishing..
Note embedded UI of the mediation downloads..
