The text frame containing the Next Page Number Marker has to just touch the text frame and the correct page number gets picked. No need to link the text frames together. Just the fact that it touches the text frame will make it automatically pick the correct next page number that the text flows to in the document.

The proper way to use this feature has been explained. It works like this:
The extra text frame (containing the Previous/Next Page Number) need not be linked to the text frame to which it refers. It just has to touch that text frame.
The way this feature works is that you have a text frame that contains some text on a certain page. That text continues on a different page that is random. So, for example, in a magazine, you have an article that starts on page 11, and then it continues on page 80. In that case, you will create a separate text frame on page 11, make it touch the text frame that contains the article and put "Continued on Page . Similarly, on page 80, you will create a separate text frame and make it touch the article and put "Continued from Page .

Open the Hyperlinks panel and see whether the Hyperlinks are actually there. It could be that the Hyperlinks were initially created (hence the Blue color Underline beneath them) but were removed later on. That’s why the Story Editor does not show them.
From the Hyperlinks panel flyout menu, choose ‘Convert URLs to Hyperlinks…’ and see if the Hyperlink Start and Termination Symbols are shown in the Story Editor.

I am using CC2019 and the have the same issue in CC2020. I have mysterious areas of whitespace that appear in my document. Preceding pages loaded with images appear perfectly.
I can't use nor delete these whitespaces. Please see the images. The file is part of a book. I have snapshotted the first page where this start happening and the story around the area. There is nothing in the story to show the whitespace.
I don't mean to be a nuisance but sorting this out is rather urgent. I am going to destroy the document and start again out of desperation.

An error occurred while saving the comment Mike commentedMy fault. I thought that turning off all the checkboxes on the keep functions blade disabled orphan protection, but of course, I should have realised that since the numeric box was still active despite clearing the boxes, the keep function was still in effect. Setting the "Keep with next" box to 0 sorted it out all. Live and learn. My nerves I tell you, shattered! :)

Fix for this issue is now available in the latest update of InDesign 2020 – that is, InDesign 15.0.1
In the Creative Cloud Desktop application, click on the Updates section on the left. You should be able to see the Update available for InDesign. Please update your InDesign application to this version to try out the fix.
Let us know in the comments section if you face any problem with the updation process.

You can use the ‘Insert Pages…’ option from the Pages panel flyout menu to add many pages at once. You can also specify where you want to add those pages.

An error occurred while saving the comment Mike commentedIn the screenshot below, I find the display is ambiguous. I can't tell if h1 h2 etc are part of TOC Styles or not.
They aren't if I take the time to note the direction of the disclosure arrow next to TOC styles. But that is not visually obvious (ie subconsciously recognised in an instant) and I find myself clicking TOC Style wondering why h1 etc. don't disappear.
Can you invent some visual representation that more clearly depicts what is in a style group and what isn't?
