Holger S. said: "Correction: This only occurs when there is a transparent (RGB) Illustrator file on the same page. This makes the page render as color-proof."

    Right, Holger.
And therefore this behavior is NO bug at all.

I also get a warning if I like to package a document.
And I get a warning when I try to export to EPS.

Not so with export to JPEG or PNG.
    That's very bad.

Also see into this discussion going on at the Adobe InDesign User Forum:

No warning about missing links when exporting to jpeg or png

    amaarora,
if you need a sample document where this happens "reliably", download this zip file from my Dropbox account that is showing the bug in several situations:

    Hi together,
I still can see this bug with InDesign 2021 version 16.3.0.24 on Windows 10.

The bug is discussed in several threads at the Adobe InDesign Forum. One on-going discussion from today:

Automatic hyphens randomly have letters in them
    bracewell4213, Jul 20, 2021
    https://community.adobe.com/t5/indesign/automatic-hyphens-randomly-have-letters-in-them/td-p/12189463

I'm rather sure that a bug in the "Adobe World-Ready Composer" is the cause for this.

    Same bug is described here:

    Random character superimposed on hyphen
    Pascal Garin, Jan 29, 2021
    https://community.adobe.com/t5/indesign/random-character-superimposed-on-hyphen/td-p/11792704

To Matthias Götze who said: "i have deselected tagged pdf and the bug is also active."
Matthias, please share an InDesign document where you see that issue. Thanks!!

I can only add that I can see this kind of bug already in InDesign CS6 version 8.1.0 on Windows 10. The effects you'll see when exporting differs a bit depending on the export preset. And of the version of InDesign. For example I could do a good export with a PDF/X4 setting in CS6, but had trouble in later versions of InDesign.

A PDF/X-1a preset messed up the export.
The same when I printed to PostScript, distilled to PDF/X-1a.
What also failed: An export to EPS and then using the EPS in the layout.
The final PDF for the printers was messed up.

More details in this thread at the InDesign User Forum:

Missing glyphs in a Right-to-Left Paragraph direction (Reported at Uservoice)
    Shlomit Heymann, Jul 15, 2023
    https://community.adobe.com/t5/indesign-discussions/missing-glyphs-in-a-right-to-left-paragraph-direction-reported-at-uservoice/td-p/13939617

FWIW: InDesign Preflight is showing no issue at all.
An exported PDF will contain the right glyphs.

    The same results on Windows.

All versions of InDesign between CS6 and InDesign CC 2021 have no issue with the # character in the Hyperlinks panel.

Windows version of InDesign 2022 > BUG: # is substituted with %23
Windows version of InDesign 2023 > BUG: # is substituted with %23

    InDesign 2020 > OK: # remains #
    InDesign 2021 > OK: # remains #

    InDesign 2022 > BUG: # is substituted with %23

    Another note on the issue:
    This is a CRITICAL bug.

Users should be able to test correct URLs from the Hyperlinks panel as soon as the "green light" indicates that InDesign sees no issue.

Yet another important note for every ExtendScript scripter:
    Method
    hyperlink.showDestination()
will get the same wrong result.

However, exporting a page to PDF with the hyperlink included will not change the # in the URL.

I can see this new behavior as well with InDesign 2023 version 18.1 on Windows 10.

The same EPS placed with InDesign 2022 is showing LAB values for the spot color it carries. With InDesign 2023 it's always a CMYK color.
