The fix for this issue is now available in the latest update 14.0.2 of InDesign 2019.
If you are unable to see the update notification yet, open the menu (three dots) from the top-right of Creative Cloud desktop application and click on ‘Check For App Updates’.
Once the update button is shown against InDesign, click on the button to update to Id 14.0.2.If you face any problems with the new update, do let us know in the comments.

@B16EM - I'm not clear what you're referring to. On my system all the panels close when there's no doc open, and that seems appropriate. They reappear when a new or old doc is opened. But this is a different issue anyway, so you'll get better responses if you post a detailed msg in a new thread.
@Anonymous - Are you referring to PAGE size and position? This thread concerns APP size and position, which definitely works on my Wintel machines. There's no setting for app size & position -- that's just how programs are supposed to work in the Wintel world. But if you're talking about reopening a document and finding the edit point inside that doc at the same position you left it, that's a problem that should be posted in a thread of its own. They may not notice it in this thread.

@ BigTom - The fixed version that Ravi Kiran mentions (above) works! This issue is resolved. Phew.
But if you're still experiencing the "minimum" bug, please let them know. The developers are more likely to fix it soon if bugs turn up right after the update is released. The Beta build (link in Ravi's message) should work, but they will fix it ASAP if you can get a bug report back to them before it's distributed.

I'd just like to add that this BUG even more seriously damages Win user experience if panels are positioned outside the main app. On a big screen or multiple monitors, it's very useful to spread various panels out, sometimes docked to the OUTSIDE edge of the app window. But all this custom positioning -- which we do to improve our workflow -- is lost when the app opens up in the buggy "restored" mode and has to be manually repositioned and resized. Then all the docked panels have to be re-docked, tweaked, etc., etc.
I honestly don't know how this trivial bit of programming could be postponed for so long, when it impacts just about every Windows user multiple times per day. It's inexcusable, really. Restoring app position is not difficult, not high-tech, not filled with complex side-effects, and not a large project.
Is this another of those JDI fixes that's going to wait until top management forces all the Adobe product managers to catch up? Please -- pay more attention to the user experience!

I try to report this every year, and I can't figure out why the InDesign team doesn't fix it. It's easy for you, and saves annoying wasted time for thousands of US.

This BUG has been around for far too long! Every time I open InDesign, I have to resize the window, reposition the window, and then fine-adjust the size of the window.
My display is UHD, and InDesign starts up using about 98% of full screen EVERY TIME it is opened. The nuisance, compounded multiple times every day, for years, is really inexcusable. Settings and parameters are being written disk on exit anyway, so please ADD the size and dimensions of the restore mode.
This affects every user on Windows, so I can't imagine why it has not been fixed for so long.

The window-frame button to restore an application to the previous UN-MAXIMIZED size does not work. It always restores the main window to slightly less than full screen.
Steps:
1. Open InDesign (any version of the last few years).
2. InDesign should open in the most recent size (maximized, or "restore" size), but it always opens maximized.
3. Click the top right middle button once (or twice) so that the single rectangle is showing (the app is now in "restored" size).
4. Drag the corners of the main window to resize the application to something obviously smaller than full screen.
5. Exit InDesign.
6. Open InDesign. The program should start up the same size and position it was closed. Instead, it starts up "restored" to just under full screen.In other words, the last size is not saved, or if it is saved, it is not referenced when opening the app.
This bug has been active for years, and one should not have to resize the app and reposition it every time it is opened.

Well, it really should be ADJUSTABLE -- which it now is. You can sort by Name, Last Opened, Size, or Kind.
... although something happened recently, and now ALL my documents are listed as 6 days old. That should be impossible. I'll file a bug.

BUG! I've posted about this before, and it never gets fixed. It's a nuisance every time I start InDesign. It takes over 99% of the Windows desktop -- only 99% because it thinks it has RESTORED the user-adjustable window size. FULLSCREEN is indeed full screen, but RESTORED is always 99% of full screen. This is a required feature of all Windows programs, and not having it wastes a lot of time.
This bug has persisted for many versions, with 1 or with 2 monitors, and it's long overdue for a fix.

Same problem. Large document, lots of indented quotes that I'm trying to assign Span Columns / All to, so I can have space above and below a series of indented paragraphs. Crashes every time. I've submitted about 6 crash reports tonight while trying various workarounds, but no success. This is a rather huge problem for me, since I can't proceed with the current publishing project.
And please, remove the silly "When in doubt, make a layout." comment wasting space at the top of the window. Maybe it was cute for the first 450 views, but it's getting old and will soon be just annoying.
