The issue has been fixed.
Now the Share for Review links set to "Anyone with the link can comment" open in the browser without asking for an Adobe ID login & password.

Hi everyone,
This issue is fixed in the latest InDesign Prerelease Build - InDesign 2024 (19.1.0.037).
How to join InDesign Prerelease program:
Go to https://www.adobeprerelease.com/
* Sign-in with your Adobe ID (the Email ID associated with your Adobe account)
* Click Available Programs
* Find InDesign Prerelease and click Join

The fix of the issue is now available in the latest InDesign 2024(v19.0.1.205). We recommend you upgrade to the latest version for the fix.
If you are unable to see the update, go to the Creative Cloud application and click on the context menu on the top right and click on Check for App Updates.

Hi everyone,
InDesign provides an option to export and import User Settings, providing users with a smooth and enhanced experience to restore their custom settings if needed. The feature is now available in the latest InDesign 2024(v19.3.0.058)

I agree with the other posters that the InDesign Dev team has misunderstood the brief here and MUST REOPEN THIS REQUEST. Read the comments below mine in date order to understand how the users would like the feature to ACTUALLY work!
