Could you please try clearing up(or renaming) your preferences and cache for InDesign 2019(14.0).

Yes. I have often wished this was a feature. Or at least the option to bulk change the main path for multiple links. As an example, the designer before me copied all his files over to me before he left, so I'm constantly relinking things because the name of the very first folder has changed.
