The issue reported is at Apple’s end.
Hence, Apple is recommending to update macOS to 10.15.x version in order to resolve this issue.Please update your macOS to Catalina. If you still face this issue in macOS 10.15 do add your comment in this thread.

This happens for me to. Mac Pro (late 2013), 3.7 GHz Quad-Core Intel Xeon E5, 128 GB RAM, 2x AMD FirePro D700, InDesign 14.0.2, with Wacom Cintiq HDT 27 inch Display, and a LG ULTRAWIDE Display.
But This behavior does not seem to matter, or be restricted to the Wacom input or display. since it occurs on either monitor using the Wacom input, or an Apple mouse.

Hello All,
Thank you for your patience all this while.
We had launched our investigation into the matter to get to the root cause of the problem. As the part of our investigation, we had reached out to many of you personally over email.
We have concluded our investigation and have come up with few findings.1. For many of the users the issue got fixed after updating InDesign to a newer version.
2. For some, the issue got resolved after disabling a third-party application such as Suitecase fusion etc.
3. For few, the issue was intermittent and is no longer reproducible.
4. For majority of the users, the underlying cause of the performance issue was identified to be related to span columns, cross-references, third party plugin etc.We have created separated threads for these issues and we are now working towards resolving them.

The issue has been fixed in the latest release of InDesign – InDesign 2021.
Please update to this new version of InDesign to get the fix.—

If I have no document open command + N does not work. If I have a document open then command + N does work. I go to new document via the drop down menu it still shows command + N as a shortcut for new document it also shows that is still being the shortcut when I go to preferences and lookup shortcuts.

To identify the cause of this issue, we started our investigation with the aim to resolve it. You might have also received an email from us seeking more details to help in our investigation.
We’ve concluded our investigation and came up with the following: Either the issue is fixed in the latest release of InDesign or the issue was intermittent at the time of its reporting and is not reproducible now.
We recommend you upgrade to the latest version of InDesign 2025(v20.0.0.095) as it is more robust and contains a lot of bug fixes.
We seek your support in our continual effort to improve InDesign.

Hello All,
Thank you for reporting the issue to us.
In the latest version of InDesign, Id 14.0.3
We have fixed multiple scenarios where the movement of objects was found to be slow.Please upgrade your InDesign application to the latest version to try out the fix.
If you are unable to see the update yet, go to Creative Cloud desktop application, open the menu (three dots) from the top-right corner and click on ‘Check For App Updates’.
If you face any problems with the new update, do let us know in the comments.

I can capture this behavior in a screen recording, and I have attached the video.
This behavior becomes quite strobe like in some situations.
—Using 30Hz is not an option
