The fix for this issue is now available in the latest update of InDesign – version 16.1
Please update to this version to get the fix. To prevent problem on existing documents and see the footnotes again, you will have to force recompose the stories.
To force recompose stories, you can use the shortcut Command-Option-/ (slash) on Mac or Ctrl-Alt-slash on Windows-InDesign Team

Really serious problem,
I do not understand how Adobe does not handle thisAn error occurred while saving the comment Another thing I noticed,
It happens only in the first or last comments of the page !An error occurred while saving the comment its a very serious problem,
And without any warning from Indesign, or notice of a problem,
An entire book could have been printed in thousands of copies,

The change was made to reduce the UI clutter for the user and it was moved to the bottom left of the screen in the Status bar where other controls like page navigation, preflight profiles, etc. are available.
To continue using this feature, we can suggest a simple workaround which takes less than a minute to accomplish – just open the Keyboard Shortcuts dialog, choose Views, Navigation from the Product Area drop-down, select the ‘Access zoom percentage box’ from the list of commands and assign a shortcut – example, Ctrl-Alt-5. You can customize the keyboard shortcuts as you like and save a new Keyboard Shortcut Set.
