Exported interactive PDF does not honour reading order.
1 – InDesign 2020 15.0
2 – Have standard copy with headings and body copy with PDF export tags applied (H1, H2, P etc). Add images between sections of text. Drag elements into the Articles panel in the correct reading order and tick 'Use for Reading Order in Tagged PDF.
3 – Images should be in the right order
4 – Images are not in the right order. All figures are in a <Art> tag. This was not an issue in InDesign 2019.
5 – Order should be first block of text, image (1) and then second block of text with an anchored image (2). Result (in second screenshot) is first block of text, second block of text and the anchored image, THEN image 1.
Fix for this issue is now available in the latest update of InDesign 2020 – that is, InDesign 15.0.1
In the Creative Cloud Desktop application, click on the Updates section on the left. You should be able to see the Update available for InDesign. Please update your InDesign application to this version to try out the fix.

This issue has NOT been fixed and is still happening with InDesign 21.2 and Acrobat 2025.
1. Content has been added to the Articles panel and set in the correct order (text boxes linked and images anchored in correct position, i.e., at end of last paragraph for image that appears at end of page).
2. 'Use for tagging order…' selected in the Articles panel.
4. Export interactive PDF: 'Create tagged PDF' and 'Use structure for tab order' selected.
5. Open in Acrobat and open Reading Order panel.
6. Reading order DOES NOT match order in Articles panel.
7. Image anchored at bottom of page appears at the top of the reading order.
8. Adjusting order in the Reading Order panel in Acrobat produces unexpected results, e.g.: when an item is reordered, other text moves behind any background colour or image, despite it not being the item that was reordered; when a wrongly-ordered image is reordered (i.e., moved to bottom of reading order as in example above), it moves in front of other items; when 'Send to back' is used to try and correct the error, it moves back to the top of the reading order.These are just come of the issues with reading order. There are also issues with tagging creating unexpected results and changing reading order affecting tags. Adjusting, or should I say fixing, reading order and tags can also throw up issues in the Accessibility Checker that had previously passed.
Note that there is no Undo – let alone multiple undoes – with reading order or tagging so backups have to be saved very, very frequently to try and work around the very frequent issues.
