Hi,
The fix for this issue is present in the latest version 16.1 of InDesign. Please upgrade your InDesign version from the Creative Cloud Desktop application to try out the fix.

Can you help us understand the key problems that you face in the absence of ability to send an anchored image backwards?
What’s the current workaround that you have to follow?
What are the use cases wherein you need that the text appears specifically on top of inline anchored image?
This information will help us evaluate the functionality better.

Quitting and relaunching InDesign CC 2018 is the only way to restore the search options. This was also happening in CC 2017.

InDesign CC 2018 (v. 13.01, MacOS X 10.13.2) regularly reports that files are damaged and cannot be opened. This happens when the application has been running for c. 30 minutes or more. However, quitting and reopening the application fixes the issue: there is no error and documents open without issue.

Along with the missing options, InDesign CC 2018 fails to find strings searched for – despite the fact that they are present. Again, quitting and relaunching the application restores functionality and search is able to find the string.
