InDesign palettes/panels do not expand or open when Application frame is Off
These small panels that you can attach to the large panels would not expand now after the update to 13.0.1
I had problems with it already 2 updates back.

Thank you for your support. The issue is now fixed in the latest update of InDesign.
Please upgrade to the new InDesign 14.0 from your Creative Cloud Application.
If you are unable to see the update yet, click on the menu (three dots) on the top right corner of Creative cloud app and click on “Check for App Updates”.

I also have this issue since I installed High Sierra.
I am currently working on macOS High Sierra, Version 10.13.3, iMach, Precessor 3,4 GHz Intel Core i5, LCD-Display.The problem for me emerges when I start InDesign. When I try to open a menu (for example: pages, Links, ... no matter which menu panel on the right) it does not open at all.
I am also not using the App frame, but the "floating windows" (not sure what it is called in English, as I am using the German version).
Sometimes it works, but most of the time I have to restart InDesign, most of the time this helps. Sometimes I have to restart it more often.
Maybe it is also good to know that I am also using "multiple desktops" with my iMac, where the Adobe programs should appear only on desktop one.
I sometimes have the feeling this could cause the problem. -

Just an update on this… I'm now using a brand new Mac with a completely fresh install of everything and it's taken only a week or so for this to start happening again. I suspected that it was to do with me setting up my own workspace with too many palettes but, although I've done that, there are hardly any palettes in my current set.
Interestingly, I tried Kurt Hoffman's idea (thanks Kurt) of turning on the application frame (I never use it) which does allow palettes to reopen, but turning it off loses them again. Very frustrating.

Have you tried switching the Application Frame on or off? Sometimes palettes are visible in one view, but not the other. Sometimes closing them in one view makes them available again in the other view. Seems like a bug to me.

I typically do NOT have the Application Frame on. I just bought new Mac, OS High Sierra, and downloaded fresh, new InDesign CC 2018. V 13.0.1.
My workspace has one row of expanded palettes, and one skinny row of just the icons for more palettes.
The icons (collapsed) do not expand now. I click them, they turn dark, and don't pop open the palette at all. I think this is a OS High Sierra bug, as it has never done it in the past.
I had the same CC 2018 InDesign installed on El Capitan Mac OS, and it was fine. Only when I upgraded my OS to High Sierra did this start. The only way I can get them to work is to use Application Frame.
Very annoying. This has been constant on 2 Macs, 3 High Sierra installs. all the same. HELP!

I've been having this same issue also since CC 2017 and now in 2018 on both Sierra and High Sierra. It's a core element of the program.

When you reset any workspace - the palettes (such as swatches/pages etc) don't expand when you click on them. Grr.
I updated Indesign CC yesterday. And updated My Mac OS (as it said it would run best with a newer version). It's only been doing this since.
You have to pull them out and expand them separately which creates palettes everywhere rather than neatly tucked away at the side.

I have a long-standing and infuriating problem with InDesign (and sometimes Illustrator) whereby my complete set of palettes will disappear and/or individual palettes won't open. Once the palettes have gone I can only get them to return by resetting the workspace and it is certain that, once I have done this, individual palettes will no longer open. Sometimes I can reset this by closing and reopening the program, but not always. This generally happens at least once a day, and sometimes so regularly that I have to either delete caches/delete preferences or even reinstall the software.
This has been going on since CC2017 and El Capitan and still continues on CC2018 Sierra. It has even happened on more than one Mac and different user accounts so I have no clue what can be the cause.
If anybody can come up with a solution I'd be really grateful.

I'm having a recurring issue with empty panels in InDesign 2017.1 (12.10.56) on Mac.
When opening collapsed panels, either from icons or opening the entire panel every option in several panels is missing. See screenshot.
