Hello All,
Thank you for your support. The issue is now fixed in the latest update of InDesign.
Please upgrade to the new InDesign 14.0 from your Creative Cloud Application.If you are unable to see the update yet, click on the menu (three dots) on the top right corner of Creative cloud app and click on “Check for App Updates”.

I am currently working on macOS High Sierra, Version 10.13.3, iMach, Precessor 3,4 GHz Intel Core i5, LCD-Display.The problem for me emerges when I start InDesign. When I try to open a menu (for example: pages, Links, ... no matter which menu panel on the right) it does not open at all.
I am also not using the App frame, but the "floating windows" (not sure what it is called in English, as I am using the German version).
Sometimes it works, but most of the time I have to restart InDesign, most of the time this helps. Sometimes I have to restart it more often.
Maybe it is also good to know that I am also using "multiple desktops" with my iMac, where the Adobe programs should appear only on desktop one.
I sometimes have the feeling this could cause the problem.

This panel problem looks the same like in Photoshop, which is able to get ridd of with your Plug-In here:
