Moving objects between layers using the layers panel doesn't always work
I struggle with moving objects between different layers in an InDesign document by using the layers panel. Often it takes two or more attempts to move objects. I wonder if it's the tolerance of the buttons or if this is genuinely a bug.
Please update InDesign to the latest version, InDesign CC 2018 (13.0) for the resolution of the issue.

Here the same. Layers Panel: move items by dragging little square to other layer only works when you do it twice. First attempt gives error beep.

I got the same problem but if you drop it on the NAME of the layer you want to move your objects to instead of the little square on the side it works every time.

In my and my colleagues' InDesign the small square in the layer to switch objects from one layer to another just disappeared completely... Is there a way to get it back?
Our workaround is to cut and paste to another layer, but this takes a lot more time in the long run. -
Please try to uncheck small panel row option, if checked.
For that, go to Context menu (on top right corner of the panel) and uncheck small panel rows.
See if that works.If small panel row option is already unchecked, please try the below mentioned workaround.
Try to reduce the size of the panel so that scroll bar is invoked. Then check if the issue persists.
