  1. Cannot choose "Page Number: Before Entry/No Page Number" when creating table of contents

    1. Version: 13.0 (macOS High Sierra)
    2. Steps: From a new document, choose Layout > Table of Contents, from "Page Number" drop down, choose "Before Entry" or "No Page Number".
    3. Expected result: change to "Before Entry" or "No Page Number".
    4. Actual result: Stays at "After Entry" - no change happens
