Links on TOC doesn't work
Interactive links on the TOC does't work when I publish online or export to ePub. Even with “Create PDF Bookmarks” checked. The link itself is created, but it has no effect.
I'm using a Mac with InDesign CC 2018. (Until CC 2017 it was working fine).

 commentedWhere is this "Create text anchor in source paragraph" button? I'm exporting for epub and I don't see within export dialogs or in preferences.

 commentedI'm experiencing this problem as well, and I have "Create text anchor in source paragraph," as well as hyperlinks and bookmarks checked off. Only way to fix it, so that it's automated was to export all of my Chapter files to IDML, open then in CC 2018, and save as INDD files...and re-create a book file in InDesign CC 2018...everything worked on the first export. This definitely is NOT solved. It's an issue, and needs to be resolved.

 commentedHi, Sakshi. I solved the problem. I just checked "Create text anchor in source paragraph" option and it now works. I've never looked into this because I believe that in earlier versions of InDesign this option was checked by default and the links in TOC worked correctly. In CC 2018 it was deselected by default for me.

 commentedHi Alex, For TOC hyperlinks to work in epub or publish online, you have to check the Option "make text anchor in source paragraph" while creating TOC. 
 Please try with this option.

      Hi Alex, I performed the same operation and the links are working fine for me when I used Publish Online and Export to ePub. 
 Please find the steps below and let me know if I am missing something:
 1. Create a New doc in ID 2018 on Mac (10.13).
 2. Create a TOC and insert a new hyperlink and Publish/export it.Please provide information about the InDesign version, Mac OS version and the file if possible. You can send it to sakverma@adobe.com Thanks,
