Indesign 2021 (16.0) IDLK file do not lock
It is currently possible that two users are able to open the same Indesign file. I am working on a network volume via VPN and it was possible for my colleague to open the same file i was working with. The *.idlk file was generated but it seems that it would not be recognized from the other Indesign my colleague was using.
I tried to reproduce this issuue with Indesign 2020 and all worked fine as expected.
This is an enormous issue for collaboration with other colleagues at the same projects.
The fix of the issue is now available in the latest InDesign 2022(v17.0.0.96). We recommend you upgrade to the latest version for the fix.
If you are unable to see the update, go to the Creative Cloud application and click on the context menu on the top right and click on Check for App Updates.

I think it's a great advantage fore our productions system CapMedia, i have made a function that knows the page/document is open, and at the same time i can open same document on ther server if i want..... i think this is great, please keep it !!! :0)

We are having the same issue with InDesign 2021. Pages opening as read-only due to the fact that someone else is already in the page and if you don't know it's read-only and you make amendments it is only when you try to save the page you realise, it's very frustrating and could cause major errors. Please could you let us know how to solve this issue!

This is driving me crazy! I hav a publication team of 20 people who are working on files at the same time. I need them to not open if someone else has the IDD file open. UGH

InDesign 16.0 on MacOS 10.15.7, several different machines, all experience this issue where InDesign has changed its behavior regarding locked files. Our machines are networked and share a drive across a gigabit intraoffice connection to collaborate on work. It's important for our workflow that work is done sequentially, with one person handing off a project to another. There is no non-sequential work.
On previous versions of ID, when trying to open a .indd file while a corresponding .idlk file is present, InDesign would give an error. This was the expected behavior, as it prevented two people working on the same file at the same time without knowing it. This prevented any possibility of lost or duplicated work.
In rare circumstances, it was possible for two users to open a file at the same time, before the .idlk file could be created and uploaded to each machine. In these instances, the slower user would be served a Read-Only version of the file by the server, and if they didn't notice, they'd have to save as another file to avoid losing their work. This was also the expected behavior and was rare enough to not matter.
Since InDesign 16, the first behavior no longer exists at all. .idlk files appear to have no purpose. Two users can open the same file, whether a corresponding .idlk file exists or not, and one will end up in Read-Only mode, every time, no errors.
I have verified that .idlk files are being created when files are opened, and are visible across all machines, but it doesn't prevent other users from opening that same file. Nothing has changed in our network configuration, the only change since this began was the upgrade to v16.

I have noticed this issue as well, and it is a big problem for our server-based workflow.
If someone on our team opens a file that is already open from another device, the file becomes read-only in both instances, and changes cannot be saved.
I cannot find anything referring to IDLK settings or preferences, if anything like that even exists.
If this is an issue that we can try to fix from our setup, I'm open to suggestions or a thread to look into. -

Let me add to my original post. This seems to be an internal company network problem as the issue does not occur when saving a file to my laptop hard drive. I can let you know how this is resolved.

Lock File (0 KB) remains after InDesign file is closed. Lock File does not go away. Oldest lock file is 10 days old. PC Laptop shut down every night.
