This issue was fixed in ID CC2019 version.
Please update to the latest version of InDesign available via Creative Cloud application.

The fix of the issue is now available in the latest InDesign 2021(v16.0.0.77). We recommend you upgrade to the latest version for the fix.
If you are unable to see the update, go to the Creative Cloud application and click on the context menu on the top right and click on Check for App Updates.

We have released InDesign 2021(v16.0.0.77) with a lot of stability fixes. We recommend you upgrade to the latest version (if you’re not already on it) as it is more robust.
If you still face this issue even after updating, please submit the crash report to us. (Guidelines to submit crash are available at (https://helpx.adobe.com/indesign/kb/submit-crash-reports.html )Also, please send the following information to santalwa@adobe.com :
• Reproducible Steps – What were you doing when InDesign froze?
• Video recording of the issue?
• Is(Are) the issue related to a specific document(s)/asset(s)? If yes, could you provide the document(s)/asset(s) to us? Please package the entire document (To package the document, choose File → Package…)—

An error occurred while saving the comment Charts commentedThat's what they wrote (beneath) ans what it means: We programmed the panel in quite a silly way, with no regards to any user experience and thus are not able to change it anyway. Pay for the software and do not complain about absolutely nonsense development.

Book panel is a special type of panel that is always associated with the .INDB file – unlike other panels where there is no actual association with a file on disk. The panel also shows the name of the Book file. If that INDB file is deleted, then the panel does not have any meaning.
Only when the Book file is opened is the Book panel available. So it can’t be part of a workspace & thus its size and location also can’t be fixed as there could be multiple Book files that can be opened simultaneously.—

It's a mess with their Index workflow ... Adobe, the company just serving their own profit.
