PDF comment import does not show regular sticky notes.
The new PDF comment feature imports the comments just fine, but regular sticky note comments are not displaying. They show up in the list, but do not point to where they are on the document.

Issue was happening because preview mode was on.
Please turn off the preview mode to view the sticky notes

1. It is happening with all sticky notes
2. There are no master page items
3. Zooming in and out does not bring up the sticky notes.
Other factors: I am still running High Sierra 10.13.6
