Rather than Automatic (which will create the compound <L>/<LI> list structure), select <H1> or whatever your heading level is for that heading style. -

Column Rules has been implemented in InDesign 2020. Please upgrade to this version of InDesign to use this feature.

Also a problem with government licenses, corporate, and other "institutional/enterprise" installations where IT controls does not allow "cloud" features due to security and performance.
CC Libraries is a great feature for those who can use it...and a nightmare for those who can't.
Lukas' recommendation for a global way to "Disable CC Library WorkFlow" would be ideal. Turn it off and never have to be bothered by it again. Turn it on and you're good to go.

A variation of this feature is when successive pages of multi-page tables need the word "Continued" as part of the automatically-generated header.
Right now, this has to be gerryrigged which then adds text/frames that must be control in accessible PDFs, whether to tag this content or not, place it in the correct reading orders, etc.

The standards require "meaningful text for hyperlinks" which is very doable in websites, but not often appropriate in PDF documents. Alt-text on PDF hyperlinks would be extremely helpful in making them more accessible. This can be done by setting the Export Options in your style to an <Hx> tag rather than Automatic (which automatically creates the compound list tag structure <L>/<LI>).
