An error occurred while saving the comment Stevan Veljkovic commentedI was confused about this for a while, too. It seems that this file gets created automatically if you change the order of stories in an .indd file from the order they had when first being created in InDesign. So it seems to just be an indexing file that allows InCopy to keep track of story order. Experiment and see!

It ought to be possible for the document-wide numbering sequence to be overridden for a single note that has a one-off marking; for example, the standard, menu set sequence pattern is 1, 2, 3, 4, but for one specific note the marker is an asterisk (*). It's actually somewhat bewildering to learn that this is not already possible!
