Double-click the Eyedropper Tool to open Eyedropper Options dialog.
Check that Character and Paragraph Settings option are checked ON.

Same Problem here... I am not able to apply the fill color of a cell from another cell. The colors are randomly changing...

Same problem. Recent update broke eyedropper on Windows. Works fine on Mac.
On Windows it doesn't pick up text styles and when I try to pick stuff like fill or stroke colors, it picks up the wrong ones. (And it's not a problem with color profiles, I checked)

Eyedropper does not work to pick up text formatting for text within a table cell for me either. In order to pick up and apply basic formats like font and size I have to copy the text to a non-table box and format it, then paste it back into the cell. OSX 10.13.1, ID 13.0.1

Hi,
Do you mean eyedropper? Can you explain a little more about the case wherein the pipette does not work?
It works nicely for me when i pick up character/paragraph styles from cells in table and apply it to another cell text-Aman
