Also if we could archive the sign-off (even download sign-off to a local drive) so that we can keep a record of it.

Also would be great if when you do export a pdf, after sharing for review, it defaults to saving in the same folder as the indesign file like usual instead of a cache folder in the AppData

The feature is now available in the InDesign PreRelease build(v19.0.0.093) and above. Please try out the feature and share feedback.
Download/Update the latest InDesign PreRelease build in Creative Cloud under the “Prerelease” category(Refer to “Prerelease_CreativeCloud.png” for reference)

I have a similar problem in that sometimes when I open a file all of a sudden my shortcuts/ delete/ arrow keys etc dont work. I have to quit Indesign and reopen to fix.
