   Now you can set fonts/typeface directly in InDesign while creating PDF forms. This feature is now available in latest InDesign CC version. Please upgrade to the latest release.

   Unless I'm misunderstanding your request, that is user selectable. Hamburger Menu (top right of application window) and deselect "Dimensions Include Stroke Weight". There are a few other options that impact how strokes behave when scaling, too.
