What you describe is an underline. Custom underlines are available and apply to selected characters. Paragraph Rules are a paragraph attribute and, by definition, apply to the entire paragraph.

This feature exists in the Story Editor. Edit > Edit in Story Editor.

Command + Enter or Control + Enter will get you Quick Apply, which you can use to search for commands or defined styles.

It would be a huge time saver. Since the text frames for auto generated captions must touch the picture frame the text must either have a baseline offset or a margin in the text frame. But since text frames cannot be automatically formatted the only option is a baseline offset, which is messy.

You need to make sure you scale the entire frame, not just the image within the frame. Scaling the frame will scale the text wrap as well.

No. Text Frame Options is an object level attribute. Text frames are objects, not text.

Please no. In my opinion it was a mistake to reverse the behaviour or the Shift key. Shift has been the constrain modifier for decades. Its use as such predated the original Macintosh and every piece of software written by Adobe.
