Shared destination URLs link back to old INDD files and stop working in PDF

I'm not sure if this is a bug or intentional by design but it has caused us no end of problems
I create 1 working template - often this template is a recycled and updated file from the previous year. When approved by the client I then "Save as" with different names for different regions.
Unfortunately when I do this, the "Shared hyperlink destinations" link back to the original InDesign document. When working with multiple designers across multiple machines, the links cannot be edited by anyone who does not have the original file so every hyperlink (URLs) has to be recreated for each newly "Save As" document, which is very time consuming when there are a many URLs (and multiple documents).
We first noticed this when the links stopped working when exported as an interactive PDF.
Shared destinations are useful for grouping together in the Hyperlink window, however I don't see the purpose of sharing across documents as, when PDFs are uploaded to an online server, there is no way they will be able to link back to a file on a hard drive, somewhere in the universe. And I don't see the benefit(s) of linking INDD files across a local hard drive or local server.
I believe Shared destinations should exist only within the individual document so that when a "Save as" is performed they become shared in that new document only.
I hope you understand the issue I'm referring to.
