shortcut presets resets to default

Several people in our team have the problem.
That every time we restart InDesign CC23 (18.5) the shortcut set is reset to default. the saved shortcut set is still availlable but we have to select it again.

We work on MacOS 13.6 with Apple M1 Chips.

    somehow with installation the CC25 version the problem resolved itself on the CC24 version…

    still have the same issue, that the shortcuts are reset to default, after each new start of indesign.

    System: Apple M1 (2020)
    OS: V14.5
    INDD: 19.4

    Constant resetting of keyboard shortcuts is very annoying. Adobe, wake up! I face the same issue.
