As far as i can tell i have never seen this issue in previous versions - I can not downgrade to a previous version to confirm this - our IT-Department handles all the updates etc.
We are working a lot with „Icon-Fonts“ that get an extra contour for readability on certain backgrounds - and this behavior got reported in a new Project we are planing with CC 2019.Basically you can take almost any font and play around with lowering PT size / giving it a larger contour.
(Goal in our publication was that we had icons (round circles) with the numbers cut out - on white background this was no problem at all but when we hat to set those on images we solved this by adding a contour that fills the inside with white. In some cases it works but a lot of times it looks like shown in the pdf.) -
