I have two monitors. Main 28" Philips 288E2A, 4K 3840 × 2160 and second 24" Philips 243V7QJABF, Full HD 1920 × 1080. When I have panels on the main monitor everything is fine - all cursor sizes are the same.
When I have panels on the second monitor, every cursor other than the arrow is bigger. Cursors are the same size even if I change their size to maximum in windows preferences. In that case the arrow is huge, but the other cursors are still the same size as in the described situation - so they are now small compared to the arrow.
Another issue is that after hovering the mouse, the descriptions on the panels do not pop up if the panel is not on the same monitor as the program window. (It doesn't matter what kind of monitor it is or whether it's primary or secondary.)
The third isuue is that everything on the secondary monitor is always a bit blurry (it doesn't matter if it's a 4k monitor or a FullHD monitor) if both monitors don't have the same scale.

It only happens in Indesign, other Adobe programs don't have this problems.

Main display has scale 175%, second 100%.

If I set the monitors to have the same scale, everything is fine on the second monitor as well. Cursors are all the same size and descriptions are displayed, nothing is blurred.

My PC:

Windows 11 Pro, version 22H2

InDesign 18.1 x 64

Main monitor: 28" Philips 288E2A, 4K 3840 × 2160
Second monitor: 24" Philips 243V7QJABF, Full HD 1920 × 1080

Processor: AMD Ryzen 7 5700X
Graphic: MSI Radeon RX 6650 XT MECH 2X 8G OC

The solution posted by @Brandon YIP does work. If I don't open InDesign on the second (now Main) display, the cursor is now too small, so I will have to always work on InDesign using the second display, which is fine. To test it, I unplugged my second monitor, and the cursor size is acceptable on my laptop screen as long as the second monitor is not hooked up. I feel like there needs to be a permanent solution from Adobe, however, not just a work-around.

This one worked for me! Just make sure to close InDesign and reopen it post adjusting the "Main display".

I have found simple solution. In my situation: Primary screen is my laptop, and secondary screen is another monitor. Laptop screen Scale and Layout (in display settings) is set to 200%.
What you need to do is to select "make this my main display" option for second monitor and make sure that Scale and Layout (in display settings) for second monitor is set to 100% . That will fix the issue. Good luck!

So I just ran into this problem and noticed that my laptop updated while asleep and stopped connecting to my external monitors. When I reconnected (unplug dock from USB and plug it back in), I got a message about letting windows adjust screen resolution.

I clicked out of it and didn't think anything of it as I've never needed to do anything like that before.

Since I had this problem I was playing around with the display settings and found the below to work. I have a Dell laptop running windows 10.

Close out of InDesign-->Right click on the desktop and choose display settings--> scroll down to 'Scale and layout' and underneath the (possibly grayed out) dropdown menu labeled, 'Change the size of text, apps, and other items' click on 'Advanced scaling settings--> in here, turn on the toggle button for, 'Let Windows try to fix apps so they're not blurry'

That's all I did and fortunately it worked for me. Good luck.

Same issue here. Surface Book 2, using an external monitor connected through Surface Dock. All updates installed, current firmware across the board including on Dell Ultrawide Monitor.

I'm having the same issue. I'm using Create Cloud InDesign and it is up-to-date as of 8/24/2018. I'm on a Windows 10 OS on a Microsoft Surface Pro laptop. I have not switched over to touchscreen mode, so I know that is not the cause. But didn't know if anyone found it went away after a while??? I hope so.

I'm using a dual monitor setup from my laptop. This happens on the external monitors (I have 2 external monitors). It does not happen on the laptop screen itself. I have tried adjusting the settings for UI Scaling but had no effect.

I'm using Adobe InDesign 13.1 x64 on Windows 10 Professional.
