I have found simple solution. In my situation: Primary screen is my laptop, and secondary screen is another monitor. Laptop screen Scale and Layout (in display settings) is set to 200%.
What you need to do is to select "make this my main display" option for second monitor and make sure that Scale and Layout (in display settings) for second monitor is set to 100% . That will fix the issue. Good luck!
