Restart footnotes after a style
In addition to being able to restart footnotes every new section, page, or spread, add the ability to restart footnote numbering after a paragraph style of your choosing. Let's say I wanted to have footnotes restart each chapter and each chapter began with a numeral with the paragraph style named "chapter number," then I wouldn't necessarily have to watch or redo my sections, they would just automatically restart (at 1) after each "chapter number" style.

Honestly this would be great for ANY numbering, not just footnotes.
Currently I am using a workaround that might work for your footnotes too—basically, you set your numbered paragraph style to Level 2 of a list and check the box so that numbering restarts after a previous level. You then go into another paragraph style (such as your chapter number style) and make it a numbered list for the same list, Level 1. Set it to start counting at 0. Under Numbering Style in the field, remove all text so it is blank.
This makes the Chapter Number paragraph technically be a numbered list, which is a problem if you export to epub. But in visual terms, it will make your numbering restart after each Chapter Number style.
But really, InDesign should just have an option in the numbering styles section to "Restart numbering after any other paragraph style."
