Generative AI Alt Text generated on first image place when turned off in preferences

When Generative AI Alt Text is turned off in preferences, after a complete preferences reset, alt text will be generated and applied to the first placed image or modified image despite the preference being turned off. This happens on a complete replacement of the folder "en_US" in the user library preferences.
To recreate:
1) Have someone else on another machine set their preference to have Generative AI Alt Text turned off. Send you their copy of the folder "en_US" (/Users/[user]/Library/Preferences/Adobe InDesign/Version 21.0)
2) Replace your folder with the shared folder
3) Open InDesign
4) Place an image
What happens:
-On first image place or modify, Generative AI Alt Text will be generated even though it is turned off in Preferences. There will also be a pop up advertising Generative AI. This will only happen on the first image. Every image that is placed or modified after this will respect the preferences and not apply alt text. When the "en_US" folder is reset again, it will happen again.
Why this is a problem:
We work in an Enterprise environment where custom builds and preferences are pushed out to >1K users and a replacement of the "en_US" folder is used to troubleshoot and rebuild for users. We cannot have this feature used on our commercial products and because it looks like this is "off" in the preferences, users may not realize they introduced this into their file.

If you choose the option to update modified links, this also occurs. This is in existing layouts with art already placed!

Adobe's handling of Gen AI Alt Text has been a huge miss. This feature should be disabled by default, and it should stay disabled when it is turned off.
