Bleed marks export outside of bleed area
Document is set up as pages and with .125 bleed on all sides. When I export with bleed marks and select "use document bleed settings" or manually type in .125 on all sides, the bleed marks appear just OUTSIDE of the bleed.

It's the offset setting that causes the mark to start away from the edge of the bleed. That said, I agree with Rudo: use Crop marks, set offset to .125 or otherwise match your bleed amount.

I dont see a problem with your bleed marks. They point to the edges of bleed. But, turn off bleed marks, for they are of no use. Zero. Turn on CROP marks, and SET THE SAME VALUE for Bleed and Offset (offset parameter is for CROP marks, not for useless bleed marks). Keep your bleed clean of any marks. I have no idea why it is such a widespread bad habit to insert printing marks into the bleed.
