dual monitors - UI stays the size of the small monitor even when I drag it back to the large HD monitor

Monitor 1 is my Huion display tablet 16”
Monitor 2 is main 32" Samsung monitor
If I open InDesign with "extend these displays" checked in the windows display settings and then drag the program back to Monitor 2 (32" Samsung) - the work area is smaller and I cannot drag it to fill the screen. Also the text for all dialog boxes is too small and the program will not release from the settings of the Huion tablet.
I need to be able to have InDesign behave like Photoshop - which opens up with the same scaling and text size for menus and normal sized dialog boxes on either monitor.
This is a huge issue for me. I need to use the Huion tablet for Photoshop retouching and also need to be able to view the long document in InDesign on the larger monitor to view the original at a normal viewable size.
Can you please fix this?
I am not sure why it would be different for InDesign. Photoshop works seamlessly and retains the same appearance when dragged between the two monitors.
It would be great if we could select which monitor to open individual programs on - but I am not sure how that would work.
